The course is divided into two parts. The first part deals with the most important features of European contemporary history since 1945 up to the present. The second part is devoted to a specialized theme: history of terrorism in Europe from the Sixties to the present.

SECOND HALF OF THE COURSE (4 CFU) Terrorism in Europe since the Sixties Contents: 1. What is Terrorism? 2. The Main Waves of Modern Terrorism 3. Nationalist and Separatist Terrorism in Europe: ETA and IRA 4. Main Features of Ideological Terrorism in Europe 5. Ideological Terrorism in France, Italy, and West Germany 6. The Origins of Left-Wing Terrorism in Western Europe: 1968, Violence, and Terrorism 7. Terrorists’ Memoirs 8. Interpretations of European Ideological Terrorism 9. Religious Terrorism in Europe since the 1970s up to the Present 10. European Democracies Dealing with Terrorism
The first part of the course will consist of lectures, during which also photographs and footage will be employed. The second part of the course will be structured as a specialized seminar. After a series of lectures during which the instructor will introduce the main topics of the seminar, students attending the course will be required to do one presentation in class about a book, which will be chosen from a selection provided by the instructor at the beginning of the course. Class discussion will follow each presentation. At the end of the course, the students who attended classes will be required to write a 4000 word paper, analyzing the book chosen in the light of the analyses and discussions from the seminar.
Assessment related to the first part of the course may take the form of a mid-term written exam, to be taken during the course (esonero). With regard to the seminar, the grade for this part of the course (which will average with the grade obtained for the first part) will be attributed on the basis of the student’s performance in the following activities: PRESENTATION: 30%; FINAL PAPER: 50%; PARTICIPATION TO CLASS DISCUSSIONS: 20%.

The course provides specific knowledge and a comparative approach on all issues related to democratization processes, with a particular focus on the most recent ones of the so-called ‘’third wave’’. It also provides students with the knowledge related to the conditions that facilitate and allow the democratization of institutions and have determined differences in their outcomes.

The first provides a theorical framework of the transition process and analyzes the conceptual debate about democratic foundation and the challenges of democratic consolidation. The second part moves from the theory to practice and explores the specific democratization trajectories in Southern and Eastern Europe during the Second and the Third Wave emphasizing the legacies of the former non democratic regimes.

The course aims to provide students with the knowledge and understanding of the process of European integration in its constitutional perspective. To this end, the historical features of the various national and constitutional traditions in Europe will be highlighted, with a particular focus on events of the Twentieth Century.

The course is intended to provide the students with notions and points of reflection, from an historical and juridical point of view, on the legal systems and sources of law in the medieval modern and contemporary Europe, moving from the direct examination of the sources of law, doctrines and application of law (which will be made available to the students and analysed together with them).
From the analysis of the systems and sources of law of the Early Middle Age the course will deal to examine the development of the statutory law (diritto comune) in Italy, Germany and France (Droit coutumier) until its crisis, in other words until that period defined “Ancien Régime” by Alexis de Tocqueville and which occurs before the season of the stabilization of the European laws of XIX century. The course will therefore the main phases whereby the current occidental legal systems based on codes and constitutions, evidencing the relevant doctrinal, political, social and economics recitals occurred during the age of the judicial particularism and according to the theory of modern natural law and rationalism.
Particular attention will be dedicated to the evolution of the ancient English constitutionalism, which deals with different theoretical and practical profiles with respect to those relating to the stabilization of French, German and Italian constitution experiences and which is not involved in problems characterising other Countries in Europe: the English law system based on the complex and articulated common law system, was not influenced by the theory of Sovereign State arising from French Revolution nor by the pushing to the need of the drafting of a written constitution.
Part of the course will be dedicated, in order to highlight from a practical point of view, the influence of the transition from the variety of the legal systems during ancient regime to the uniformity of the legal system of the codification, to the matter of the legal interpretation duly analysed by the most recent European doctrine.

The course offers students the opportunity to deepen their knowledge of the history and culture of the major English speaking countries. Moreover, students will improve their language skills through a constant exercise of Word Acquisition and Listening and Reading Comprehension. The course topics are aimed at describing the similarities and differences between the British and American culture, with a particular focus on the foreign policy of the two Countries. For this porpuse the required readings includes: archival documents, essays, films, videos and literary works.

Part I: Representation of the Other
The representation of the other in history, in anthropology, in sociology. Interpretation of cultures: the hermeneutic circle and the dense description. The crisis of representation. The question of sociological authority. Relationship with the other and ethnographic description. Cultural negotiation and translation. Poetics and policies of identity. Multiculturality as a polyphony of voices. Post-modernism: methodological pluralism and experimentation. Narration and intercultural relationship. Sociology and otherness.
Part II: Policies. Migrations, conflicts and intercultural and intracultural negotiations.
Case studies: - Mexican-American identity between integration and crystallization of conflicts; problems of representation and power in a dialogical research; - an analysis of the Nigerian migration phenomenon in which the conceptual construction proceeds from below, deconstructing stereotypes and prejudices about an ignored or deformed culture; - shadowing technique and literary fiction in a research on cultural crossbreeding, between new age magic and traditional shamanism; - diary of a research on esoteric tourism in India.

HISTORY OF THE FORMATION OF NATIONAL STATES IN THE 19TH CENTURY
(objectives)
The course provides notions and critical tools for the study of the political history of the so-called "Century of Nationalities", indispensable for the understanding of contemporary Europe. It illustrates the establishment or reconstitution of the nation-states in Central and Eastern Europe and the process of unification of Germany and Italy. The analysis will cover the entire span of the "Long Nineteenth Century", between the French Revolution and the outbreak of the First World War.

The common thread of the course taught in the academic year 2016-2017 is the experience of political exile after the so-called Spring of the Peoples, seen as a real watershed in European history. Particular attention will therefore be paid to the analysis of the forty-eight revolutions, as well as to their premises and consequences. Necessary introduction to this analysis will be the discussion of the movements of "national rebirth" of a good part of the European peoples. Finally, the unification of Germany and Italy and the establishment of national states in Central and Eastern Europe will be addressed following the progressive crisis and then the collapse of the system of the great multiethnic empires (Austrian, Russian and Ottoman). The use of a comparative method will be continuous in order to find out common features of several national histories but also the peculiarities that differentiate them.

The main objective of this course is to provide students with an understanding of Russian history during the years of communism, in order to deepen the dynamics of the crisis, the fall and the difficult transition towards a political and economic model, that is only partly inspired by Western democracies.

The indicators and statistical techniques at the various stages of evaluation: ex-ante, on-going and ex-post. Section 2 Statistical references for the analysis of the evaluation of effects. Evaluation of the effects of investment aid policies: experimental and non-experimental methods. the counterfactual approach and models used in the non-experimental methods. Case studies and examples. Section 3 The European Union's regional policies and Structural Funds. The evaluation of structural policies.
Part Two Section 4 The concepts of efficiency, productivity, economy, effectiveness, quality and sustainability. A brief overview of production or cost functions in the PA and DEA. Case studies and examples. Section 5 The ex-ante evaluation of public investment projects. Feasibility studies. Swot Analysis. Cost-benefit analysis. Multicriteria analysis. Example methods and cases. Regulatory impact assessment in Italy: technical instrumentation and experience gained.

The organization of Italy's system of government has undergone a profound change characterized by progressive decentralization. Since the creation of the Regions in 1970, and the reform of Title V of the Constitution in 2001, the Italian central government has transferred more and more functions to local governments and devolved powers and responsibilities to the Regions. Hence the importance of the financial knowledge of decentralized entities for those seeking employment both in public administration and in private sectors releted to health issues. In fact, since local and regional authorities play an important role in health, part of the course will deal with analyzing the health sector. The contradictions that emerge between the attribution to the Regions of ownership of healthcare and the imposition of rigid organizational models and the maintenance at a central level of a series of interventions. Direct management will be the subject of an in-depth analysis to understand the relationship between the State and the Regions and Local Authorities in the organization, management and provision of health services.
