The course offers a comprehensive overview of the progress made by Europe towards a horizontal and vertical economic integration and provide the knowledge on monetary unions costs and benefits and the reconciliation of the objectives and instruments of the economic and financial policies of the member states and monetary unions. The course aims to analyze models that generate financial crises and public choices on the topics addressed in Treaties, Stability and Growth Pact and in their reforms, as well as those that dominate today's political and economic debate in Europe and in the world. The course is divided into two modules (each one is 4 CFU), linked to the purpose of examining, once the elimination of the commercial barriers has been implemented, the necessary elements for the definition of new rules, in the relation of economic policy between sovereign Member States of the European Union and between this Continent and the rest of the world.

The course proposes to investigate the historical dimension of administrative law from the Late Middle Ages, when the jurists put forward the first conceptualisations of forms of ecclesiastical and secular administratio. Through the analysis of historical sources, students follow an historical and legal path through which the administratio progressively separates itself from the medieval iurisdictio and the administrative power obtains legal and scientific autonomy from judicial power, up to the birth of administrative law in the modern Ages.

The organization of the Italian government system has undergone a profound change characterized by progressive decentralization. Since the creation of the Regions in 1970, up until the reform of Title V of the Constitution in 2001, the central government has transferred an increasing number of functions to local governments and has devolved powers and responsibilities to the Regions.
Hence the importance of the Public Finance in a Decentralized Government for those seeking employment both in public and in private sectors that have to do with the public administration and for those who intend to deal with health sector In fact, as local and regional authorities play an key role in the Italian healthcare, part of the course will analyze the Healthcare sector. The contradictions that emerge between the attribution to the Regions of healthcare delivery and the imposition of rigid organizational models as well as the maintenance at central level of an organization role, will be the subject of in-depth analysis in order to understand the relationship between State, Regions and Local Authorities in the organization, management and provision of health services.

The course aims to provide useful tools to understand the phenomenon of deviance, crime and punishment in Western societies through the most important theories of international and Italian legal-criminal sociology, as well as the relationship between law and Gender studies.

In the first module, we will work on the Liberal School of Criminal law, on the ideology of social defence, on psychoanalytic theories of crime, on deviance and regulatory voids, on the "labelling approach", on the sociology of conflicts in reference to the criminal phenomena, the political corruption and the crime of the "white collars", on the prison and the social marginality, on the prospect of the school of Critical criminology. The second module will offer more specific tools, i.e. the analysis of the symbolic, cultural and legal function of the contribution of feminist studies in relation to law, deviance and power. In particular, the relationship between the Thought of Sexual Difference and the doctrine of Juridical Experience will be investigated, both at a theoretical level and in the practices carried out in trials, as well as the concept of “Juridical Feminism” applied to the main themes of the present time: equality/difference; citizenship/borders; criminology/delinquency/security; justice/law/rights; gender/sexuality/reproduction; victim/victimology/vulnerability. The course offers an interpretative-methodological framework to the transport-territory economic relationship, based on the assumption that the transport system is a pre-requisite for the development of industrial and tourist activities. With this in mind, the course deals with the problems that arise in the study of the four main modes of transport, with the further objective of outlining the theoretical state of the art of this research field.

The organization of the Italian government system has undergone a profound change characterized by progressive decentralization. Since the creation of the Regions in 1970, up until the reform of Title V of the Constitution in 2001, the central government has transferred an increasing number of functions to local governments and has devolved powers and responsibilities to the Regions.
Hence the importance of the Public Finance in a Decentralized Government for those seeking employment both in public and in private sectors that have to do with the public administration and for those who intend to deal with health sector In fact, as local and regional authorities play an key role in the Italian healthcare, part of the course will analyze the Healthcare sector. The contradictions that emerge between the attribution to the Regions of healthcare delivery and the imposition of rigid organizational models as well as the maintenance at central level of an organization role, will be the subject of in-depth analysis in order to understand the relationship between State, Regions and Local Authorities in the organization, management and provision of health services.

Purpose of the course and articulation of the program

The course proposes the study of the private law of the public administration, offering a general framework of the administrative activity with particular reference to the obligations arising from the Public Administration, identifying the scope where it acts according to private law schemes, subject to the relative discipline, and also highlighting the particular profiles related to its nature. The necessary premise consists of the distinction between public law and private law as well as between public entities, in charge of the administrative function (and summarized as public administrations), which act for general interest purposes, and private subjects, which pursue viceversa interests details. The investigation, in its general part, has as its object the activity of common law of the Public Administration, analyzing institutions and relationships in which the public administrations operate as subjects of common law: from private organizational forms, to the ownership of dominical rights, to the stipulation, instead of issuing administrative measures, negotiation with private parties, and finally civil liability for the injury of subjective legal situations pertaining to individuals. The special part is dedicated to the civil responsibility of the PA, using the method of the study of cases on the basis of judgments issued by various judicial authorities (Constitutional Court, Council of State, TAR, Court of Cassation and ordinary Courts), which offer an opportunity to the examination of relevant issues, among which, for example, responsibility in the management of public services, indirect responsibility, responsibility for the provision of health services, responsibility for the illegitimate exercise of administrative power. 1) V. LOCAL PUBLIC SERVICES MANAGEMENT
(objectives)
The course aims to provide students with the knowledge and useful tools to improve the understanding of the economy of companies, public and private, which, in various roles, participate to the production and delivery of public services. Aware of the complexity and multidisciplinarity of the topics addressed, the course aims to enrich the training of students with the knowledge of the perspective, methods and tools of Business Economics, applied to the dynamics of a sector of enormous social, economic and political importance such as that of public services.

Concepts, methods and fundamental tools for the study of management of public services: the company, corporate behavior, the systemic approach, hierarchy of human needs, corporate subjects, conflict and balance of interests, economy, efficiency and effectiveness.

Public services: possible definitions, classification profiles, alternative delivery models. Focus: 1) regulation of sectors characterized by competitive and non-competitive components 2) local public services. Size and depth of public administration performance: from theory to the choices of the Italian legislator. Planning, execution and control processes in public bodies: the case of Italian municipalities. At the end of the course students will have a good knowledge of the topics covered in the lessons and be able not only to identify the main theories, actors, institutions, policy instruments and the different stages of creation of public policies, but also to critically evaluate the policy-making processes and the development of policies resulting from the impact of domestic and international factors. Program The making of public policies is one of the basic functions of each political system, it affects the arrangement of solutions by policy makers to the problems that arise in society. The analysis of public policies is a specific perspective of study in political science that the course intends to introduce. The particular objective is to provide the conceptual tools for understanding and analysing the policy process. The lessons will be split in two parts: general introduction and empirical application. The first part will introduce the basic concepts of the discipline, it will give an overview of the definitions of “public policy” and will outline the various approaches to the study of public policies. Then, will be presented the main typologies of policies, the actors involved in their production, and the different stages that give rise to the policy making process: agenda setting, formulation, decision, implementation, evaluation. Lastly, will be discussed the national styles of policy making and the influence of international factors on them.
