Autonomia di giudizio
Ai laureati del corso di laurea magistrale in studi europei viene chiesto sia di sviluppare progressivamente una propria autonomia di giudizio sin dai primi corsi di base, sia di affinare una capacità critica di analisi della politica europea, sul doppio piano analitico del funzionamento delle principali istituzioni e dell'evoluzione delle principali realtà storico-politico-culturali dell'Europa contemporanea.
A tal fine si è ritenuto particolarmente rilevante abituare gli studenti ad affrontare interpretazioni contrastanti di avvenimenti e problemi, in modo da consentire loro la formazione di un giudizio autonomo e lo sviluppo del necessario distacco critico dalle posizioni degli autori studiati.
Attraverso l'analisi critica dei testi studiati nei vari ambiti disciplinari, così come attraverso l'approccio comparativo, agli studenti viene perciò insegnato a formulare ipotesi interpretative proprie e a saper sviluppare riflessioni autonome.
Particolarmente rilevante, a questo proposito, è la prova finale, nella quale lo studente deve mostrare di essere giunto a un grado significativo di maturità intellettuale, di competenza specifica e di indipendenza nel giudizio sul proprio argomento di studio.
La prova finale costituisce quindi il momento ultimo di sintesi e verifica delle capacità critiche acquisite.Abilità comunicative
Agli studenti del corso di laurea magistrale in studi europei viene chiesto di acquisire padronanza delle problematiche tipiche del corso di laurea stesso, e cioè della politica europea, con riferimento sia all'Unione Europea sia ai principali paesi membri, con particolare attenzione alla complessità dei fenomeni sovranazionali e internazionali e alle società europee contemporanee, così come ai principali problemi politici e delle principali tendenze dell'Europa nel ventesimo e nel ventunesimo secolo.
Grande attenzione viene posta alla necessità di studiarli con un metodo fortemente interdisciplinare.
La conoscenza approfondita di queste tematiche offrirà agli studenti gli strumenti per acquisire una buona dimestichezza con un linguaggio tecnico, e in alcuni casi decisamente specialistico, che permetterà loro di comunicare agevolmente con quanti lavorano in questi stessi settori.
Al tempo stesso questa conoscenza di un linguaggio specialistico consentirà agli studenti di svolgere, nel futuro loro ambito occupazionale, anche un lavoro di spiegazione e divulgazione di problematiche relativamente complesse.
Particolare cura viene perciò data all'acquisizione da parte degli studenti di tecniche comunicative attraverso il frequente ricorso allo strumento dei seminari e dei gruppi di discussione, oltre che a strumenti di indagine più specifici come i focus groups, i sondaggi, i campionamenti.

Agli studenti del corso di laurea magistrale in studi europei vengono impartiti insegnamenti volti a potenziare le loro capacità di apprendimento attraverso lo studio di testi di crescente complessità e specificità, in modo da prepararli adeguatamente all'inserimento nel mondo del lavoro.
Al tempo stesso si cerca di rafforzare in loro doti quali flessibilità e agilità interpretativa, autonomia intellettuale, e senso critico attraverso una didattica che faccia prevalentemente ricorso a strumenti quali seminari, redazione di papers e tesine, gruppi di discussione.
Particolare attenzione viene rivolta all'apprendimento di tecniche di indagine e metodologie di ricerca tipiche, attraverso la scelta di strumenti didattici adeguati e facendo anche ricorso a forme di insegnamento particolarmente innovative.
Analoga attenzione è infine rivolta anche alla capacità di lavorare su testi in lingua straniera, per abituare lo studente a muoversi con disinvoltura in un ambiente di studio e di lavoro europeo e internazionale.Requisiti di ammissione
Per essere ammessi al Corso occorre essere in possesso della laurea, ovvero di altro titolo di studio conseguito all'estero, riconosciuto idoneo dagli Organi di Ateneo.
Inoltre, come da Regolamento Didattico del CdLM, è necessario aver conseguito durante la carriera universitaria pregressa almeno 8 CFU per ciascun dei seguenti ambiti (economico-statistico, giuridico e storico), nonché almeno 16 CFU per l'ambito linguistico e altrettanti per l'ambito politologico-sociologico.
Si precisa che i CFU d'ambito linguistico devono essere stati ottenuti con esami universitari in almeno due lingue straniere, di cui una relativa a un Paese dell'UE.
I suddetti esami, purché sostenuti in lingua straniera, possono essere di lingua, cultura e istituzioni o di insegnamenti di altri ambiti disciplinari presenti nell'ordinamento didattico del Corso.
In assenza di tali requisiti, una commissione interna attribuirà ulteriori obblighi formativi, da svolgere prima dell'ammissione al corso, per un massimo di tre corsi singoli di recupero, secondo le modalità previste dal Regolamento Didattico.
Prova finale
La prova finale consiste nella discussione della tesi di laurea ed è dotata di 24 cfu.
Essa deve riflettere sia nella struttura dell'elaborato (introduzione, articolazione in capitoli, conclusione) che nella sua veste formale (norme di edizione, indici, tabelle, grafici, figure, apparati di note, bibliografia) le conoscenze e le capacità di comprensione e di applicazione, i contributi originali alla ricerca (con riferimento alla letteratura scientifica di riferimento del tema prescelto nelle aree disciplinari di competenza del corso di laurea magistrale), le abilità comunicative e le capacità di apprendimento del candidato.
La prova finale si svolge in seduta pubblica di fronte a un'apposita commissione di non meno di sette docenti o ricercatori universitari, che esprime la sua valutazione in centodecimi, tenendo conto della media conseguita negli esami del Corso e dei pareri del relatore e del correlatore sulla dissertazione presentata.
La valutazione della prova finale prevede l'assegnazione della lode all'unanimità e la eventuale pubblicazione dei risultati originali della ricerca, ove considerati degni.
Le caratteristiche e le modalità della prova finale, nonché la composizione della commissione sono indicate dal Regolamento apposito che fa parte di quello didattico del Corso di Laurea magistrale.Orientamento in ingresso

Il Corso di Studio in breve
Il CdS nasce nell'a.a.
2010-2011 come trasformazione di un curriculum di studi del biennio specialistico ex D.M.
509/99 intitolato "Politiche e istituzioni dell'UE" per dare la possibilità agli studenti che, già nel triennio hanno svolto un percorso di studi con un focus sulla storia e le istituzioni europee, di poter acquisire una preparazione culturale e professionale di livello avanzato in materia.
L'interazione con le pubbliche amministrazioni e l'attenzione alla dimensione europea e internazionale sono elementi caratterizzanti il CdS, che vuole formare professionisti destinati a svolgere compiti di carattere direttivo o ad assumere posizioni di elevata responsabilità in seno a organizzazioni, istituzioni, amministrazioni e aziende che abbiano una particolare attenzione e competenza per le tematiche dell'UE.
Il CdS promuove ricerche e convegni sugli aspetti sociali, culturali, giuridici ed economici dell'integrazione e cittadinanza europea, riguardanti il passato, le realtà e le trasformazioni in atto in molteplici ambiti geografici.
Lo studente espliciterà le proprie scelte al momento della presentazione,
tramite il sistema informativo di ateneo, del piano di completamento o del piano di studio individuale,
secondo quanto stabilito dal regolamento didattico del corso di studio.

The organization of Italy's system of government has undergone a profound change characterized by progressive decentralization. Since the creation of the Regions in 1970, and the reform of Title V of the Constitution in 2001, the Italian central government has transferred more and more functions to local governments and devolved powers and responsibilities to the Regions. Hence the importance of the financial knowledge of decentralized entities for those seeking employment both in public administration and in private sectors releted to health issues. In fact, since local and regional authorities play an important role in health, part of the course will deal with analyzing the health sector. The contradictions that emerge between the attribution to the Regions of ownership of healthcare and the imposition of rigid organizational models and the maintenance at a central level of a series of interventions. Direct management will be the subject of an in-depth analysis to understand the relationship between the State and the Regions and Local Authorities in the organization, management and provision of health services.

The course offers a comprehensive overview of the progress made by Europe towards a horizontal and vertical economic integration and provide the knowledge on monetary unions costs and benefits and the reconciliation of the objectives and instruments of the economic and financial policies of the member states and monetary unions. The course aims to analyze models that generate financial crises and public choices on the topics addressed in Treaties, Stability and Growth Pact and in their reforms, as well as those that dominate today's political and economic debate in Europe and in the world. The course is divided into two modules (each one is 4 CFU), linked to the purpose of examining, once the elimination of the commercial barriers has been implemented, the necessary elements for the definition of new rules, in the relation of economic policy between sovereign Member States of the European Union and between this Continent and the rest of the world.

The course intends to provide students a guidance on finding, evaluating and understanding the European system of law and the process of European integration as a whole. The course deals with the doctrinal construction as well as the practical application of European Constitutional Law. European integration built a supranational system of government that, nowadays, counts 28 Member States and acts within almost all areas of social life. In fact, European law has come to influence and develop national law on the base of a supremacy principle: national Institutions, protection of fundamental rights as well as national systems of sources of law are now unavoidably defined by such European dimension, that brings and derives from constitutional integration. Thus, the course regards the constitutional foundations of European Union, how does it works and the way it produces law. Moreover, it focuses on main issues arising from relationship between national and European levels of government, in the light of multilevel constitutionalism.

The course aims to address the legal-institutional framework related to the responsibilities and functions of the European Union in the Common Foreign and Security Policy (Pesc) and European Security and Defense Policy (ESDP) and in the field of cooperation with third Countries and humanitarian aid.
In this regard, the course also aims to deepen the knowledge of the actions through which the EU, as a global actor, pursues the objective of promoting its values (democracy, rule of law, indivisible and universal values of human dignity and fundamental rights), developing relations and building partnerships with third Countries, through the main objective of reducing poverty and, in the long term, eradicating it.

By the end of the course, students should be able to: know and understand the basic mechanical differences between electoral systems; use electoral results to obtain key measures of analysis, such as the effective number of parties and level of (dis)proportionality; compare and contrast the electoral systems used by different countries, and evaluate how observed differences in the politics of those countries may be related to the electoral systems; recognize the possibilities and limitations of electoral system design and reform.

Today human rights are the dominant moral doctrine for evaluating the moral status of the contemporary geo-political order. In the 20th century a broad consensus has emerged on framing judgment of nations against an international moral code prescribing certain benefits and treatment for all humans. Within many nations, political debates rage over the denial or abuse of human rights. Legal documents to protect human rights have proliferated. The course examines the philosophical basis and content of the doctrine of human rights. It assesses the contemporary significance of human rights, charts the historical development of the concept of human rights, beginning with a discussion of the earliest philosophical origins of the bases of human rights and culminating in some of most recent developments in their codification. It analyses also the formal and substantive distinctions philosophers have drawn between various forms and categories of human rights, the justifications of their claims, and the main criticism currently addressed to them.
