Conoscenza e capacità di comprensione
Il laureato del Corso di Laurea Magistrale in Amministrazioni e Politiche Pubbliche dovrà possedere, sulla base di un'accurata preparazione conseguita attraverso la frequenza dei corsi e il superamento degli esami relativi agli insegnamenti curriculari e attraverso la preparazione di una tesi di laurea magistrale, una conoscenza approfondita e una capacità di comprensione critica delle discipline specialistiche nelle aree giuridica, economica, socio-politologica e gestionale.
Questi risultati saranno acquisiti dagli studenti tramite insegnamenti erogati sotto forma di lezioni frontali, esercitazioni, seminari e laboratori nonché saranno rafforzati attraverso lo svolgimento del tirocinio e di eventuali periodi di studio all'esteroCapacità di applicare conoscenza e comprensione
I laureati del Corso di Laurea Magistrale in Amministrazioni e Politiche Pubbliche, saranno in grado di utilizzare le conoscenze acquisite per analizzare il contesto politico-istituzionale nel quale e rispetto al quale sono chiamati ad elaborare decisioni di policy ovvero ad adottare scelte di ordine organizzativo, ad assumere decisioni operative e di gestione di risorse in istituzioni politiche e amministrative ed aziende pubbliche e private.
In particolare, saranno in grado di orientare strutture e risorse al raggiungimento della massima soddisfazione dei cittadini rispetto ai servizi offerti dal settore pubblico, ampiamente inteso, nonché di individuare principi ordinamentali e assetti regolativi in grado di tutelare i diritti e gli interessi dei terzi nelle relazioni con il sistema amministrativo e di migliorare il grado di efficienza ed efficacia nell'azione delle strutture preposte all'esercizio delle funzioni di governo del medesimo sistema istituzionale.Autonomia di giudizio
Il Corso di Laurea Magistrale in Amministrazioni e Politiche Pubbliche si prefigge di innalzare il livello di autonomia di giudizio dei propri studenti in modo che essi diventino capaci di impostare, correttamente e con metodo, i problemi cui saranno chiamati a fornire soluzioni adeguate.
Si auspica, inoltre, che gli iscritti al corso acquisiscano competenze utili a progettare processi attuativi dei progetti formulati, di coordinare attività di diverso livello, anche quando impegnati in tavoli di regolamentazione e di negoziazione nonché di utilizzare tecnologie innovative nell'ambito delle funzioni attinenti ai governi di diverso livello.
In tal senso, il Corso di Laurea Magistrale in Amministrazioni e Politiche Pubbliche prevede l'attuazione di forme di verifica del conseguimento di una sufficiente autonomia di giudizio di propri studenti attraverso prove scritte e orali nonché mediante modalità didattiche innovative improntate alle metodologie del learning by doing e della flipped classroom.
Un ruolo di rilievo sarà inoltre svolto dal tirocinio, che permetterà un confronto con la realtà operativa degli organismi pubblici e privati coinvolti.Abilità comunicative
Il Corso di Laurea Magistrale in Amministrazioni e Politiche Pubbliche fornisce capacità comunicative con speciale riferimento (ma non in via esaustiva) alle relazioni con i cittadini e gli utenti dei servizi, all'accesso alle informazioni e ai documenti amministrativi, alla tutela della privacy, alla gestione delle reti informative nonché alla comunicazione istituzionale interna ed esterna delle amministrazioni pubbliche nonché alle relazioni tra queste e gli organismi privati operanti nei mercati pubblici e/o in mercati in relazione con il settore pubblico.
Al fine di conseguire questi obiettivi verranno favorite modalità didattiche che prevedano la redazione di rapporti, documenti e presentazioni e la loro discussione in forma orale, se opportuno anche in lingua straniera.
Sono, inoltre, incentivate forme di interazione con il mondo del lavoro sia attraverso il contatto con esperti esterni che contribuiranno ai percorsi definiti nella attività integrative, sia mediante lo svolgimento del tirocinio.Capacità di apprendimento
Il Corso di Laurea Magistrale in Amministrazioni e Politiche Pubbliche consente ai propri laureati di sviluppare le capacità di apprendimento necessarie per lavorare nel settore pubblico e privato in posizioni apicali e in ruoli di responsabilità, anche di natura dirigenziale.
A tal fine, si promuove lo svolgimento in forma autonoma dell'attività di ricerca attraverso, tra l'altro, lo sviluppo durante il biennio specialistico di corsi di studio approfonditi di carattere multidisciplinare nei quali i docenti amplieranno progressivamente gli argomenti tematici.
A questa impostazione corrisponderà la dotazione di specifici strumenti di analisi necessari a cogliere la molteplicità degli aspetti teorici, metodologici ed empirici insiti nelle problematiche interdisciplinari oggetto dei corsi.
La verifica dall'effettiva acquisizione delle capacità indicate sarà svolta nel corso delle prove di esame riguardanti gli insegnamenti, i seminari, i laboratori e la valutazione delle attività di tirocinio.
In tutti i casi, saranno previste modalità più o meno formalizzate di verifica intermedia, così da poter intervenire con tempestività qualora i livelli di formazione presentino carenze.
Il processo formativo si conclude con la discussione della tesi di laurea.Requisiti di ammissione
Per essere ammessi al Corso occorre esser in possesso della laurea, ovvero di altro titolo di studio conseguito all'estero, riconosciuto idoneo.
In particolare, è titolo idoneo all'ammissione al Corso, la laurea nelle classi L16, L 36 e L37 previste dall'ordinamento di cui al D.M.
270/2004 o nelle classi 15, 19 e 35 previste dall'ordinamento di cui al D.M.
509/1999 o quadriennale in ambito economico, giuridico, politologico, statistico, sociologico.
Per tutti gli studenti, l'accesso è condizionato al possesso di requisiti curriculari e alla verifica della personale preparazione, con modalità definite nel regolamento del Corso di studio.
Non sono previsti debiti formativi, ovvero obblighi formativi aggiuntivi, al momento dell'accesso.
Per l'iscrizione al Corso è richiesto in ogni caso un buon livello di preparazione nei settori di cui sopra.
Tale livello di preparazione sarà oggetto di accertamento mediante una valutazione del curriculum di provenienza in ordine, tra l'altro, agli esami sostenuti e alle altre attività formative svolte che indicherà le eventuali carenze formative.
La struttura didattica può prevedere, ai fini della valutazione del curriculum, un numero minimo di crediti formativi in specifici settori scientifico-disciplinari in conformità a quanto stabilito dall'ordinamento didattico del Corso, le relative indicazioni saranno fornite nel Bando d'iscrizione.
Prova finale
La prova finale consiste nella discussione della tesi di laurea che rifletterà sia nella struttura dell'elaborato (introduzione, articolazione in capitoli, conclusione) che nella sua veste formale (norme di edizione, indici, abbreviazioni-acronimi-sigle-simboli, tabelle, grafici, figure, apparati di note, bibliografia) le conoscenze e le capacità di comprensione e di applicazione, i contributi originali alla ricerca con riferimento ai risultati attuali della letteratura di riferimento del tema prescelto nelle aree disciplinari, le abilità comunicative e le capacità di apprendimento del candidato.
Essa si svolge in seduta pubblica di fronte a un'apposita commissione di non meno di sette docenti o ricercatori universitari che esprime la sua valutazione in centodecimi tenendo conto della media conseguita negli esami del Corso e dei pareri del relatore e del correlatore sulla dissertazione presentata.
La valutazione della prova finale prevede l'assegnazione della Lode all'unanimità e la eventuale pubblicazione dei risultati originali della ricerca ove considerati degni.
Le caratteristiche e le modalità della prova finale, nonché la composizione della commissione sono indicate dal Regolamento apposito che fa parte di quello didattico del Corso di Laurea.
I docenti-tutor promuovono, quando possibile, la scelta di temi oggetto della tesi in correlazione con le attività svolte durante il tirocinio formativo obbligatorio.
In tal caso, la formulazione dell'elaborato può giovarsi dell'apporto del soggetto ospitante il medesimo tirocinio, il quale può essere chiamato a comporre, quale membro aggiunto, la commissione di valutazione della prova finale.Orientamento in ingresso
Nel Dipartimento è attivo un gruppo di lavoro per le attività di orientamento in collaborazione con gli uffici centrali composto da:

Le azioni di orientamento in ingresso sono improntate alla realizzazione di processi di raccordo con la scuola media secondaria.
Si concretizzano sia in attività informative e di approfondimento dei caratteri formativi dei Corsi di Studio (CdS) dell'Ateneo, sia in un impegno condiviso da scuola e università per favorire lo sviluppo di una maggiore consapevolezza da parte degli studenti nel compiere scelte coerenti con le proprie conoscenze, competenze, attitudini e interessi.
Le attività promosse si articolano in:
a) incontri e manifestazioni rivolte alle future matricole;
b) sviluppo di servizi online e pubblicazione di guide sull'offerta formativa dei CdS.
L'attività di orientamento in ingresso prevede quattro principali attività, distribuite nel corso dell'anno accademico, alle quali partecipano tutti i Dipartimenti e i CdS:
• Giornate di Vita Universitaria (GVU), si svolgono ogni anno da dicembre a marzo e sono rivolte agli studenti degli ultimi due anni della scuola secondaria superiore.
Si svolgono in tutti i Dipartimenti dell'Ateneo e costituiscono un'importante occasione per le future matricole per vivere la realtà universitaria.
Gli incontri sono strutturati in modo tale che accanto alla presentazione dei Corsi di Laurea, gli studenti possano anche fare un'esperienza diretta di vita universitaria con la partecipazione ad attività didattiche, laboratori, lezioni o seminari, alle quali partecipano anche studenti seniores che svolgono una significativa mediazione di tipo tutoriale.
Partecipano annualmente circa 5.000 studenti;
• Autorientamento, un progetto sviluppato in collaborazione diretta con alcune scuole medie superiori per lo sviluppo di una maggiore consapevolezza nella scelta da parte degli studenti.
Il progetto, infatti, è articolato in incontri svolti presso le scuole ed è finalizzato a sollecitare nelle future matricole una riflessione sui propri punti di forza e sui criteri di scelta;
• Attività di orientamento sviluppate dai singoli Dipartimenti, mediante incontri in presenza e servizi online;
• Orientarsi a Roma Tre, rappresenta la manifestazione che riassume le annuali attività di orientamento in ingresso e si svolge in Ateneo a luglio di ogni anno.
L'evento accoglie, perlopiù, studenti romani che partecipano per mettere definitivamente a fuoco la loro scelta universitaria.
Durante la manifestazione viene presentata l'offerta formativa e sono presenti, con un proprio spazio, tutti i principali servizi di Roma Tre, le segreterie didattiche e la segreteria studenti.
I servizi di orientamento online messi a disposizione dei futuri studenti universitari sono nel tempo aumentati, tenendo conto dello sviluppo delle nuove opportunità di comunicazione tramite web.
Inoltre, durante tutte le manifestazioni di presentazione dell'offerta formativa, sono illustrati quei siti web di Dipartimento, di Ateneo, Portale dello studente, etc., che possono aiutare gli studenti nella loro scelta.
Infine, l'Ateneo valuta, di volta in volta, l'opportunità di partecipare ad ulteriori occasioni di orientamento in presenza ovvero online (Salone dello studente ed altre iniziative).
Il Corso di Studio in breve
Il Corso di Laurea Magistrale in Amministrazioni e Politiche Pubbliche (classe LM-63 Scienze delle Pubbliche Amministrazioni), che costituisce una revisione del Corso di Laurea Magistrale Scienze delle Pubbliche Amministrazioni, è istituito nell'a.a.
2020-2021 in base al d.m.
n.
270/2004 ed attivato a partire dall'a.a.
2021-2022 nell'ambito dell'offerta formativa del Dipartimento di Scienze Politiche dell'Università Roma Tre.
Il CdLM si articola in due percorsi (II anno), partendo da una ampia base comune di insegnamenti (I anno).
In entrambi i percorsi gli studenti acquisiranno competenze relative, da un lato, all'esercizio di funzioni di progettazione e valutazione delle regole e delle politiche pubbliche e, dall'altro, alla gestione delle procedure amministrative e delle relazioni intercorrenti con i cittadini e con gli operatori economici quali destinatari delle medesime regole.
Nello specifico, il primo percorso è indirizzato verso la prospettiva europea, in considerazione del costante riferimento dell'azione pubblica a tale dimensione sia in termini di costruzione delle politiche pubbliche nazionali, sia con riferimento ai condizionamenti che le fonti sovranazionali operano sull'azione amministrativa.
Ulteriore elemento di necessaria attenzione è costituito, poi, dai finanziamenti europei e dalle correlate procedure di progettazione e gestione.
Il secondo percorso è, invece, orientato verso una dimensione nazionale e, soprattutto, territoriale.
È a tale livello, infatti, che si sviluppano le questioni correlate al decentramento del sistema istituzionale e che si impone la necessità di avere competenze puntuali di governance di sistemi complessi, dove un adeguato coordinamento delle politiche pubbliche assume un rilievo fondamentale per favorire lo sviluppo locale.
In tale ambito operano, altresì, numerose società pubbliche o in controllo pubblico che erogano servizi pubblici di rilievo economico e non economico, la cui organizzazione e gestione richiede specifiche competenze professionali di matrice interdisciplinare.
Nell'ottica della valorizzazione delle possibilità offerte dal Corso di Laurea Magistrale in Amministrazioni e Politiche Pubbliche rispetto alla collocazione professionale dei laureati, nel corso del II anno, eventualmente, è previsto un tirocinio presso un organismo pubblico o privato che potrà essere svolto in Italia ma anche in Europa.
Saranno, a riguardo, attivate apposite convenzioni volte a predefinire percorsi utili allo svolgimento di esperienze mirate di impiego che possano essere anche funzionali alla redazione di una tesi finale con carattere innovativo e interdisciplinare.
Gli studenti saranno indirizzati e seguiti nel percorso di studio da un docente tutor, che avrà il compito di guidarli nella selezione degli esami a scelta e di stimolare, già all'inizio del II anno, la scelta in merito alla prova finale, da svolgersi preferibilmente in consonanza con il tirocinio.
Sempre nel II anno, alcuni CFU saranno dedicati alle altre attività formative, che consisteranno principalmente in laboratori operativi di carattere multidisciplinare dedicati, ad esempio, all'acquisizione di conoscenze linguistiche teorico-pratiche sui linguaggi tecnici, alle tecniche di ricerca, selezione e utilizzazione delle fonti nelle discipline ricomprese nei percorsi didattici, alle modalità di redazione degli atti amministrativi, alle simulazioni di risposta a bandi europei, all'utilizzo delle banche dati pubbliche per l'elaborazione di dati.
Quanto agli sbocchi professionali, il Corso di Laurea Magistrale in Amministrazioni e Politiche Pubbliche mira ad intercettare la crescente domanda di formazione nel settore considerato.
Le amministrazioni pubbliche e gli organismi, pubblici e privati, operanti in stretto contatto con le stesse amministrazioni, hanno infatti avviato e stanno avviando politiche attive di reclutamento destinate a rafforzarsi.
Da un lato, infatti, si prospetta un ampio programma di assunzioni, dal quale deriverà l'immissione nei ruoli di circa 500mila nuove unità, così da compensare la drastica riduzione seguita al lungo blocco del turnover e ai provvedimenti comportanti l'uscita anticipata di quote significative di personale, ma dall'altra una importante quota dei finanziamenti europei correlati al Piano Nazionale di Ripresa e Resilienza saranno impiegati per la riforma di importanti assets del settore pubblico.

tramite il sistema informativo di ateneo, del piano di completamento o del piano di studio individuale,
secondo quanto stabilito dal regolamento didattico del corso di studio.

Plant biology of cultural heritage

The course will provide the necessary knowledge, methodologies, and instruments: a) for the analysis of problems regarding the biodeterioration of artworks (of bacterial, fungal, algal, lichen and plant origin), and on their phenomenology; b) for techniques for the prevention and control of biological damage in the museum environment as well as at heritage and archaeological sites; for the recognition of the intangible heritage patrimony connected to the natural environment; c) for the analysis of biological material in a heritage context to carry out investigative sampling and environment reconstruction; It will also give some remarks on conservation issues and the enhancement of historical gardens and parks, monuments, and archaeological sites.

DIRITTO DEL LAVORO NELL'ERA DIGITALE
(objectives)
General Objective The general objective of the course is to develop in the student a legal method of approaching the problems inherent in the law of labour relations and the use of new technologies in order to understand their repercussions on the Italian legal system and to resolve each issue by correctly applying the notions learnt. Specific objectives A) Knowledge and ability to understand At the end of the course, the student will have a complete knowledge of the discipline of labour relations law in the Italian legal system and will be able to relate it to concrete cases. Furthermore, he/she will be able to apply the knowledge to concrete cases and will have the tools to elaborate original ideas. B) Ability to apply knowledge and understanding At the end of the course, the student will have the tools to solve legal questions referring to concrete cases in the field of labour law. C) Autonomy of judgement At the end of the course the student will have the tools to integrate knowledge and manage complexities; to formulate judgements even in the presence of limited or incomplete information; to reflect on the social and legal consequences connected with the formulation of certain theses. D) Communication skills By the end of the course, the student will have learnt the most appropriate technical language to describe the main institutes of labour law and will be able to illustrate the processes that led to their acquisition to specialist and non-specialist interlocutors. E) Learning skills At the end of the course the student will have the tools to continue studying the subject independently being able to foresee new and unforeseen developments in the discipline of specialisation.

In the first part of the seminar we’ll discuss basic elements of economic analysis of public law, known as public choice theory. In our first meeting we’ll identify two distinct public choice theories—“a public interest” approach (aka Madisonianism or “republicanism”) vs. “public of interests” view (aka “pluralism”). Under the former, decision-makers should base their decisions on “public reason” (in the Rawlsian sense) rather than on self-interest. The aim of public law is to ensure that decision-making is based on impartial considerations. In contrast, the competing theory reflects a welfarist approach, under which the desired social decisions are those that maximize some social welfare function. In general, it endorses a decentralized approach, in which the social decision is achieved by aggregating the relevant persons’ interests and preferences. Accordingly, the aim of public law under this view is to ensure that decisions accurately aggregate the various interests of those affected. The different themes and institutes will be examined first with attention to the historical evolution data and subsequently with regard to both positive law and the most significant jurisprudential cases for the interpretation of the issues emerging in the application phase. Space will also be dedicated to the influence of European integration on administrative systems but also on the protection of fundamental rights. The aim is to offer a theoretical basis useful for understanding the most current issues of administrative law, with the aim of facilitating the development in students of an autonomous ability to analyze application problems arising from comparative administrative law. The course adheres to the innovative teaching project "Studenti in rete", organized together with the teachers responsible for the teaching of Comparative Administrative Law at the universities of Florence, Udine and Turin. The course aims at enhancing the students’ knowledge and understanding of the roots and evolution of global environmental governance, as well as at providing them with the methodological tools to analyze them from an historical and political perspective. At the same time, the course investigates the role of the European Union in shaping global environmental governance and the implications of the international discourse on sustainable development in European politics, from the late 1960s to the present. Moving from the beginnings of the EC/EU environmental policy, the course deals with the evolving concepts of energy security and transition in Europe’s debates, at the national, intergovernmental and supranational level; it analyses the rise of the European sustainability agenda, across different EC/EU policy areas; and focuses on the intersection between the United Nations’ multilateral dimension of environmental governance and the EU’s. General Objective The general objective of the course is to develop in the student a legal method of approaching the problems inherent in the law of labour relations and the use of new technologies in order to understand their repercussions on the Italian legal system and to resolve each issue by correctly applying the notions learnt. Specific objectives A) Knowledge and ability to understand At the end of the course, the student will have a complete knowledge of the discipline of labour relations law in the Italian legal system and will be able to relate it to concrete cases. Furthermore, he/she will be able to apply the knowledge to concrete cases and will have the tools to elaborate original ideas. B) Ability to apply knowledge and understanding At the end of the course, the student will have the tools to solve legal questions referring to concrete cases in the field of labour law. C) Autonomy of judgement At the end of the course the student will have the tools to integrate knowledge and manage complexities; to formulate judgements even in the presence of limited or incomplete information; to reflect on the social and legal consequences connected with the formulation of certain theses. D) Communication skills By the end of the course, the student will have learnt the most appropriate technical language to describe the main institutes of labour law and will be able to illustrate the processes that led to their acquisition to specialist and non-specialist interlocutors. Plant biology of cultural heritage
(objectives)
The course will provide the necessary knowledge, methodologies, and instruments: a) for the analysis of problems regarding the biodeterioration of artworks (of bacterial, fungal, algal, lichen and plant origin), and on their phenomenology; b) for techniques for the prevention and control of biological damage in the museum environment as well as at heritage and archaeological sites; for the recognition of the intangible heritage patrimony connected to the natural environment; c) for the analysis of biological material in a heritage context to carry out investigative sampling and environment reconstruction; It will also give some remarks on conservation issues and the enhancement of historical gardens and parks, monuments, and archaeological sites.
