Degree Course: Administrations and Public Policies
A.Y. 2021/2022
509/1999 o quadriennale in ambito economico, giuridico, politologico, statistico, sociologico.
Orientamento in ingresso
n.

ATTI,CONTRATTI E PROCEDURE AMMINISTRATIVE
(objectives)
The course aims to provide the knowledge and skills useful for interpreting the procedural junctions and the institutions of administrative action that tend to favor the onset of conflicts between institutional subjects, citizens and economic operators. By doing so, students will be able to both proceed with a critical examination of the general rules contained in Law no. 241/1990, both to read these provisions in an orderly manner and when the need arises to reconcile them with others of a transversal nature (such as the provisions on public contracts and the prevention of corruption), and with reference to specific material areas (such as for example the government of the territory and the protection of the environment). The expected effect will be to increase the ability to understand administrative problems and, consequently, to define proposals useful for their concrete definition and the search for operational solutions that can facilitate the application of the rules.

ECONOMIA DELLE SCELTE PUBBLICHE
(objectives)
The aim of this course is introducing students to the analysis of the relationships between political processes and institutions and economic performance. As in any standard course of public choice, political institutions and processes will be analyzed using the rational choice paradigm, standard in economics but not in traditional political science, to characterize the behavior of political agents. This enables to identify the typical decisions that will be taken in alternative institutional settings, and their consequences in terms of economic outcomes. The emphasis is on comparative institutional settings, with preference given to European and international analyses. The course will cover topics such as voting systems, economic effects of parliamentary vs. presidential governments, the role of the judiciary, the economic consequences of the legal systems, bureaucratic behavior, fiscal decentralization, competition among local governments, the politics of public debt, politics and economic growth, political business cycles, non democratic governments, international organizations, the media and politics.

ANALISI ECONOMICA DEL DIRITTO
(objectives)
In the first part of the seminar we’ll discuss basic elements of economic analysis of public law, known as public choice theory. In our first meeting we’ll identify two distinct public choice theories—“a public interest” approach (aka Madisonianism or “republicanism”) vs. “public of interests” view (aka “pluralism”). Under the former, decision-makers should base their decisions on “public reason” (in the Rawlsian sense) rather than on self-interest. The aim of public law is to ensure that decision-making is based on impartial considerations. In contrast, the competing theory reflects a welfarist approach, under which the desired social decisions are those that maximize some social welfare function. In general, it endorses a decentralized approach, in which the social decision is achieved by aggregating the relevant persons’ interests and preferences. Accordingly, the aim of public law under this view is to ensure that decisions accurately aggregate the various interests of those affected. We will discuss the central normative and behavioral aspects of each of these theories. In subsequent meetings we will explore some of their implementations in pub

DIRITTO AMMINISTRATIVO EUROPEO E COMPARATO
(objectives)
The course aims to provide knowledge relating to the main national and supranational legal systems at a global level, starting from the examination of the general principles of administrative law and the way in which these conform the organization and administrative activity. The different themes and institutes will be examined first with attention to the historical evolution data and subsequently with regard to both positive law and the most significant jurisprudential cases for the interpretation of the issues emerging in the application phase. Space will also be dedicated to the influence of European integration on administrative systems but also on the protection of fundamental rights. The aim is to offer a theoretical basis useful for understanding the most current issues of administrative law, with the aim of facilitating the development in students of an autonomous ability to analyze application problems arising from comparative administrative law. The course adheres to the innovative teaching project "Studenti in rete", organized together with the teachers responsible for the teaching of Comparative Administrative Law at the universities of Florence, Udine and Turin. The project foresees that attending students actively participate in some common lessons and discuss a paper produced under the supervision of the referring teacher.

FINANZA DEGLI ENTI LOCALI
(objectives)
The organization of the Italian government system has undergone a profound change characterized by progressive decentralization. Since the creation of the Regions in 1970, up until the reform of Title V of the Constitution in 2001, the central government has transferred an increasing number of functions to local governments and has devolved powers and responsibilities to the Regions. Hence the importance of the Public Finance in a Decentralized Government for those seeking employment both in public and in private sectors that have to do with the public administration and for those who intend to deal with health sector In fact, as local and regional authorities play an key role in the Italian healthcare, part of the course will analyze the Healthcare sector. The contradictions that emerge between the attribution to the Regions of healthcare delivery and the imposition of rigid organizational models as well as the maintenance at central level of an organization role, will be the subject of in-depth analysis in order to understand the relationship between State, Regions and Local Authorities in the organization, management and provision of health services.

ECONOMIA SANITARIA
(objectives)
Starting from the relationship between health and economic growth, this course aims to offer an analysis of the problems related to the provision of health services in a context such as the Italian one, characterized by the presence of public and private providers. The decision-making process of the individual is examined in depth in relation to the investment in health and the consumption of care. It will then focus on the organization of markets for health services and the dynamics of interaction between consumers and providers. An important topic here will be the discussion of information asymmetries. We then move from theory to practice, presenting the main features of the Italian health care system. This will be followed by an analysis of reforms in the main OECD countries.
