SEMINAR - BIOLAW AND CONSTITUTION
(objectives)
With the beginning of the new millennium, the hot topics of public law were related to the cycle of human life (life beginning, reproductive choices, end of life, mandatory vaccinations, etc.), but today they are also opening up to the critical issues emerging from the development of Artificial Intelligence. The public health emergency of Covid-19 has further placed bio-juridical choices at the center of (our or everyone) attention. It is for the broadening of all these new themes that the question on the relationship between science, technology and law (bio-law, more precisely) assumes relevant importance. The seminar activity will mainly have a casuistic and practical cut and - despite being open to all the students - constitutes an ideal corollary of the attendance to the Biolaw course. The objective of the seminar is raising awareness on the relevance of the new life technologies in the ethical and political choices as well as acquiring the essential tools for an approach to these issues that has to be necessarily multidisciplinary.

SEMINAR - THE ROLE OF SUBNATIONAL GOVERNMENTS IN A GLOBAL PERSPECTIVE: THE CHALLENGE OF FOOD SECURITY
(objectives)
The seminar aims to analyze some emerging food safety initiatives at the local level. The global crisis triggered by Covid-19 enters into a double relationship with the concept of food security. The origin of this virus seems to be linked to how agri-food production takes place. The emphasis is on intensive farming, deforestation, erosion and contamination of soils and natural resources, hunting and trading in wild animals; but also on the hygienic-sanitary conditions linked to the production process and how food is processed (i.e. "wet markets" case ). Covid-19, for instance, appears to arise from weak and unsustainable food systems and appears to have imposed a forced slowdown on an overheating society (Eriksen, 2017). At the same time, the spread of the virus had a boomerang effect on the food system that somehow generated it. The measures put in place to limit their transmission have had an impact on the food system: failure to supply some goods; price increase; increase in the number of people who, no longer receiving a salary, or receiving it in a reduced form, do not enjoy safe and guaranteed access to goods on the market. The instability of the food system has, therefore, translated into social instability. In a moment of global emergency, the crucial role of public policies for a social safety net, but also of bonds of solidarity, is increasingly evident (Fraser, 1989; Tiryakian, 2009). We are witnessing the flourishing of civil society initiatives that not only highlights the different unfolding of social inequalities but also offer alternatives to address them (Burawoy, 2015) through a new notion of solidarity.

SEMINAR - INTERCULTURAL DIPLOMACY

Intercultural diplomacy is a new way of analizing international relations dynamics, from a synthetic and inclusive perspective. In general terms diplomacy embodies the richest part of the possibilities offered by international relations (public and private) through dialogue, kind assertiveness, and truthfulness. It means identifying potential syntheses between different cultures and working together with the aim of rediscovering oneself in the Other, living purposefully in the Other, accepting oneself and accepting the Other more fully. So far intercultural diplomacy requires an area of action ranging from politics to trade, development cooperation, culture, communication, solidarity, and creativity of law. But more than anything else, there is a need to develop a permanent, natural, fluid, intercultural attitude that tends to avoid (or at least suspend) judgment, and pushes us to better understand the surrounding reality, by savouring and metabolizing it to a greater extent. Deepening some of the functions of the human psyche that belong to every person's world of behavioural responsiveness (such as understanding, knowledge, vision, organization, experimentation, determination, synthesis) can greatly help to achieve these goals, allowing us to appreciate everyday life as a continual and fertile discovery of what is new. The main scope of the Course is gifting students with theoretical, practical and experiential tools so as to face international job sphere duly equipped in terms of best management of diversity in all areas of diplomacy. Intercultural diplomacy will be frameworked on 4 directives: a) intercultural attitude/communication - theoretical basis; b) intercultural attitude/communication tools and experiences (practical cases); c) intercultural diplomacy theoretical basis; d) intercultural diplomacy experiences and practical cases.

The aim of the course is to provide an overview of the origin, characteristics and evolution of some of the main conflicts that exploded on post-Soviet space in the last three decades, many of which are still unresolved. After an initial part dedicated to national issues in the Tsarist and Soviet era, the course focuses on the cases of conflicts and de facto entities in Nagorno-Karabakh, Transnistria, Abkhazia and South Ossetia. The third and last part will be dedicated to the two Chechen wars and the Russian intervention in Ukraine in 2014, two key conflicts to understand contemporary Russia

In the seminar the Italian military occupations in the Balkans will be analysed in the light of the advances in Italian historiography. Some of the monographs of the last twenty years will be compared with the classics of international historiography. Within the new Mediterranean order of Fascism, the military experiences in the Balkans present "economic characteristics" useful for a comparison with other European realities. Some responses will be given on the characteristics of the new order from a political, economic, social and military point of view, showing how some military choices in the areas of occupation represented the logical priority of Italian anti-partisan repression.To analyse this aspect, particular attention will be paid to the cases of Slovenia and Greece

SEMINAR - COMMON PRINCIPLES OF ADMINISTRATIVE ACTION: ECHR AND CJEU ROLE'S
(objectives)
The seminar aims to illustrate the role of European courts in the context of the convergence and contamination process that has involved national administrative systems within the European context. Particular attention will be paid to the study of the jurisprudential elaboration of the common principles of administrative action, which represent one of the main vehicles of the gradual rapprochement between national administrative traditions. The methodology provides for the active participation of students, who will be involved in the research and discussion of different case laws, with the aim of learning to trace the orientation outlined in the jurisprudential decisions and understand its meaning in relation to the reference topic. The teaching materials, therefore, will consist of jurisprudential and normative sources and doctrinal comments. The evaluation will take place through a verification of the ability to find, analyze and understand the judgments of the courts, also taking into account the degree, quality and assiduity of participation in the lessons.

"As the 21st century progresses it is clear that the world as a whole faces a number of major challenges ahead of it. Attempts to try to deal with these challenges, and the degree of success that comes with these attempts, will almost certainly shape the future of humankind for a long time to come, and perhaps will even determine the most basic, fundamental question of all – do we actually have a future? For most of us, the way we see and interpret these challenges, as well as the solutions that will be put forward, will be determined by the major political powers and socio-economic forces of the developed world, along with the global institutions that they control – the International Monetary Fund, the World Bank, the World Trade Organisation etc. But will the solutions be the right ones – not just for us but even more particularly for the less developed countries of the world located principally in the southern hemisphere, which are actually going to be the ones most affected by the coming challenges? Will the powerful states and institutions of the ‘North’ take on board the situation in the ‘South’? Will the southern hemisphere countries and their peoples be given a real voice to express themselves? How in fact do these challenges and problems look from their perspective? Do they look different? What if they have alternative solutions to put forward, what might these be? How and from where might these alternative solutions be formulated? Might any alternative solutions also have potential positive consequences for us, if they are allowed to be put forward and adopted? It is these kinds of issues (and others) that will be at the heart of this short course."

"Through the seminar, students will be able to widen their skills on political sciences and international relations issues, focusing on one of the main political actors of the 21st century. From a historical point of view, the main educational aim is to underline the relation of what has happened in Chinese political thought and institutions during the last few decades to the new role role that this country is going to play in the international system. Providing a reading of the facts that also take into consideration “the Chinese perspective”, students will be able to update some key notions of Politics – such as “state” and “society”, “leadership” and “people”, “capitalism” and “socialism”, “autocracy” and “democracy” – and how these can be differently thought and eventually performed in the Chinese context in comparison with the Western one, even as they reveal an original agenda of public values. Finally, this may allow the political analyst to understand what further developments may occur in the short to medium term, foreshadowing what task China will be able to perform in a rapidly changing world scenario, characterized above all by the shift of its center of gravity, no longer firmly rooted in the West, or, at least, by the emergence of a multicenter system. Today we live in a Digital Society, where information and communication technologies are pervasive in all sectors and for all people. In this context, it is becoming increasingly important to provide university students with the fundamental tools to develop their skills in the field of online communication. The seminar aims at illustrating the different actions that can produce an effective communication strategy, such as: positioning on search engines, dissemination of content on social media, digital pr and monitoring of results. In the second part of the seminar, these theories will be analyzed within a specific case study involving how the institutions communicate their decisions to the local community (citizens, businesses) about innovative measures concerning the transport and logistics sector, with particular reference to the PUMS (Sustainable Urban Mobility Plans). Finally, we will discuss the example of TRElab, Transport Research Laboratory, of the University of Rome. In particular, the communication activities that the laboratory is implementing in order to increase the value of its brand will be presented.
