Introduction to the concept of Strategic Environmental Assessment in regional planning (SEA):
European directive on the SEA (2001/42/EC) and national situation. Methodological issues: screening; scoping, documentation of the state of the environment, the definition of possible environmental impacts, public information and consultation of the interaction with the decision-making process based on the evaluation of the effects of monitoring plan or program after adoption.
Evaluation of Effects Assessment (VInc):
The European Directives 79/409/CEE “BIRDS” and 92/43/CEE “HABITAT”, national and regional law frameworks, the “Natura 2000” Network and principles about ecological networks as tools for the conservation of biodiversity and sustainable development. Evaluation of impact as a dedicated procedure for the conservation of nature sites of community interest or special protection areas (pSIC, SIC and ZPS) as part of the Natura 2000 Network.
Dimensions and policies of sustainability:
relations with the economic, environmental and cultural sustainability. Sustainability plans and projects: relations with other components over those environmental as the archaeological heritage and cultural and landscape. elements of the economic and social sustainability of plans and programmes. DPSIR model as an example of the environmental reporting, environmental indicators: construction and integration of spatial and temporal scale detail indicators of pressure, the state and response: concepts and operationalization.
