| PUBLIC WORKS' LEGISLATION AND LAW
(objectives)
SCOPE OF THE COURSE IS TO FURTHER DEVELOP AND DEEPEN THE KNOWLEDGE ON HYDROLOGY - BOTH SURFACE AND SUBSURFACE - LEADING TO THE MODELING OF THE MAIN HYDROLOGICAL PROCESSES OF PRACTICAL INTEREST. THE COURSE IS ORGANIZED IN TWO DISTINCT PARTS: (I) A SERIES OF LECTURES IN WHICH THE MAIN ASPECTS AND THEMES OF HYDROLOGY ARE INTRODUCED AND DISCUSSED, AND (II) A SERIES OF EXERCISES DEVOTED TO THE SOLUTIONS OF PROBLEMS OF PRACTICAL INTEREST, AND IN PARTICULAR TWO THOROUGH STUDIES ON SURFACE AND SUBSURFACE HYDROLOGY.

- The European and national principles of environmental law.
- The Aarhus Convention. The public debate in the new Public Contracts Code.
- The definition of public administration. The main Italian public administrations, with particular reference to those in the environmental field.
- The environmental authorizations with particular reference to “VIA”.
- Constitutional principles concerning public administrations and their activity.
- The administrative procedure law and the main administrative institutions: the administrative procedure, access to administrative documents, silent assent, “SCIA”, “conferenza di servizi”.
- An outline of public tenders proceedings.
