(syllabus)
Political and pedagogical guidelines at international level (with particular reference to UNESCO, OECD, EU): educational democracy, quality of education systems, cognitive competition; the culture of education in the learning society; learning policies and objectives of lifelong learning. From system reforms to learning-centred teaching reforms: teacher training, curriculum definition and teaching autonomy; the role of education service evaluation in the governance of school systems; experiences of autonomy and new problems of right to study; innovative drivers and delays in the UK, Finland, France, Ireland, the Netherlands, Spain, Sweden, Germany, Switzerland, the U.S.A. and New Zealand. Critical aspects of school policy in Italy: weakness of public policies in general; isolation and uncertainty of the political class with respect to the specificity of educational objectives; imbalances between school policy and employment policy; lack of protagonism of the cultural world and of the academic community in particular.
